What does the Rules of Golf say about the pictured situation?
Your ball is in an annual flower bed.
The Rules of golf has nothing in the Rule book about this situation. Here at Heritage Palms, we do have a Local Rule found on the back of the score card that states:
Flower Beds – Play is prohibited from annual flower beds. Free relief may be taken.
The definition between an annual and perennial flower bed is: The annuals live less than a year and then die. Where as perennials grow back year after year. Some perennials do flower.
This is how you take FREE relief if you find your ball in an annual flower bed:
The nearest point of complete relief should be identified and a ball must be dropped in and come to rest in the relief area.
The relief area is one club-length from the reference point, and is not nearer to the hole.
